Sounds like this one has gotten a bit too comfortable around humans. He’s probably not aggressive, but it only takes one lapse before a problem can get very serious, and very dangerous.
It looks like that community is very sensible and will work on a solution that is good for the bears and the residents.
Relocation, would be my solution, preferably far away.
